Detailed Description

Move-only owner for the EPContext callback configuration used by plugin EPs.

Construct during OrtEpFactory::CreateEp from the provided session options, retain for the EP lifetime, and query the application callbacks from Compile. The wrapper owns the OrtEpContextConfig handle, not the application state.
